i have a brand new setup with ad and now installing exchange on a
member server. when i finished the users did not have exchange tabs
under AD. why would that be? does it have to to do with recipent
update service not pointing to right DC? any help? when you right
click and hit exchange tasks, that it also not there

You have to be checking those tabs from ADUC of the exchange server itself,
if you can't still see them check you exchange installation log on the
exchange server root partition to see where setup failed also see whether
the exchange services are there or not.

1) If you installed Exchange into your environment *after* you'd created the
users, you will need to mailbox-enable them
2) To do this from your DC, you will need to install the Exchange managent
tools on the DC (and patch it to match your SP on Exchange)
