In Outlook2003 and Exchange2003 is it possible to set a reply-to header field?
When I reply to an email I would like always to use the same email account (different from the default one).

Change the default address defined in your mailbox properties in ADUC on the
server, to the address you wish (and untick the box to automatically
update). You can send only as one (the default) but you can receive mail
sent to any address in your mailbox.

I have tried but Exchange gives me an error: "The email address already exists on the organisation", "ID: c10312e7".
I should send emails from some accounts but always with the same from/reply-to address.

You can't add an address to your mailbox properties if it exists somewhere
else in the system, of course. If it does, you won't be able to do what you
wish.
