Does stopping the MSExchangeIS service serve the same purpose as
dismounting the private information store in terms of running a
defrag? I want to create a batch file to stop the IS using 'net stop
MSExchangeIS' and run an offline defrag on priv1.edb, then 'net start'
the IS after the defrag completes. This will occur as a scheduled task
running during the late evening. I know that stopping the service will
make both private and public stores unavailable, whereas dismounting
will only make the dismounted store unavailable, but since this will
occur after hours this is not an issue.

If it is not an issue then just do the net stop msexchangeis.
What are your time expectations for the defrag? What if the defrag is not
completed by the time the net start command is issued? Have you planned for
these eventualities?

And in addition to the previous answer - it is normally not necessary (or
recommended) to run a scheduled defrag. Offline defragmentation should only
be run when a large number of mailboxes have been moved from the store so
that several Gb of space can be regained.
