kindly suggest me the procedure (exchange 2003/isa 2004) for restricting each
and every users to access specific websites only.

i.e one user should be allowed to browse only the specific websites
permitted by the administrator.

Hi - Exchange doesn't have anything to do with this. You should post in an
ISA newsgroup for help.
