SBS 2000- outlook 2003- workstation XP-3rd party POP-

I have one user who's email gets delivered 4-6 hours late. His setting in
AD is the same as everyone else. The 3rd party POP software is delivering it
to the server but it doesn't seem to download to his outlook until 4-6 hours
later.
This is only one person. I can't find anywhere else to change a setting.
Of course it's the President of the company.
