Up and down

My performance monitor is up and down I peak at 100
percent cpu usage and then I fall back to 4 % I have
already installed the atest security patches and buffer
overrun patches, but it still happens I also get event
36871 which tells me to unistall antivirus but I don't
have it! Any help. greatly appreciated
