Having a 5 user license, I have trouble connecting to the exchange server by
mobile.
I am trying to set up a new device but cannot get it to work. The error
message that I receive on the Palm is: "There was a problem syncing
messages. The server did not let you make a connection. Check the network
security settings and try again". In Details it says:
"AirSAMStateMachine.c2214 6 HTTP/1.1 403 Request Forbidden Date: Thu, 21 Feb
2008 16:50 GMT Server: Microsoft-IIS/6.0/X-Powered-By:"

If I try 3 other current users in the new phone, they all synchronise
successfully. If I try 2 other users who have never had a device in the
past, the server refuses them a connection.

Is there a limit on the number of ActiveSync users that the Exchange Server
can manage?

Looks like the users having issue do not have the proper permissions or EAS
is not enabled on their account. Enable logging under Default Website and
then check your log file for further info after a sync.
