I have a pretty complicated Exchange Event Sink that receives mail to ANY
user on my first virtual server, does a bunch of processing, and drops the
new mail object (.eml file) in the pickup directory of my second virtual
server to be sent to my application server.

I have a smart host configured on the second VS, but it is rejecting the
mail because it can't find the recipients (they don't exist). I thought the
purpose of a smart host was to forward the mail to the new IP no matter who
it was adressed to. Am I wrong in this thinking? I thought about using a
connector, but I think that would create a loop because the To: line never
changes.

What else can I try?
