Public folder only access? At least at Outlook Web Access

Dear all,

My boss ask me, is it possible for a user able to access into the public folder but no access to his own mailbox? (Or do not create a mailbox for the user)

As I know seems to access Exchange 2003 public folders, the user must have his own mailbox.
Is this true?

He said that it is ok at least in Outlook Web Access (e.g. deny user's access to his inbox in Outlook Web Access. Is it possible to do this?

Have you tried simply going to the following URL?

http://(servername)/public

??

But the problem is my boss wish if it is possible to deny the user access to the
http://(servername)/Exchange (also in Outlook if possible)
