Pop 3 service on Exchange Server 2000

Cannot get Pop 3 service to start. It indicated it was running, but Pop 3
users said it wasn't working, so I stopped the service and then tried to
start it. It bombed and now is hung on "starting" - Any way to reset this
without rebooting the entire Exchange server?
