What constitutes a date stamp reset to the PR_LAST_MODIFICATION_TIME
attribute?

Any actions that modify a message - for instance, changing a message
category, flagging a message for follow-up, modifying an attachment (afaik,
without saving the attachment to the file system first) etc. - will change
the PR_LAST_MODIFICATION_TIME.
