I found this to be the case when a workstation has a popup killer
enabled. Since OWA tries to open a new window when replying or
forwarding, the popup killer sees it as a popup and won't allow the
new window to be opened. Try allowing that function if your killer has
the option, otherwise, disable the program while you are replying in
OWA.
