Opening Office attachment issues with OWA?

All,

Just deployed a brand new laptop w/IE7. It appears that whenever this user
tries to open a office attachment either word or excel; it opens in a
browser instead of the native office app. How can I change this? I tried
this on my workstation and can open the attachment in Word or Excel.
