I can see why everyone posts OWA questions elsewhere, but let me try it.

Is it possible to set OWA as your default handler such that when you click a
mailto hyperlink, it opens OWA?

You may find that it makes a mess of the recipient name when you click a
mailto: hyperlink. I've got a fix for that here:

Lee,

I missed something on the last part of this. You say to make a copy of the
frm_ComposeNote.js and modify it. But then what? I made the mistake of
simply opening the existing file, which appeared to be empty, and modify it.
The result was that when I attempted to create a new email, the link still
had the 'mailto:', the contact lookup didn't work and the attached button
didn't even open the attachment window.

They're not empty, but you have to scroll down a lot to find the relevant
part. I think they do that to make them /look/ empty. When you've saved
the file back, you need to clear your browser cache to see any difference.
