OWA Password Change Function

I have a Windows 2000 SP4 server running Exchange 2000 SP3. I have OWA
configured and running correctly, using SSL.

However, I have a problem with the password change functionality. When a
user clicks on the link, the Password Change window opens, they type in their
user name, domain name (in NetBIOS form) and the current and desired
passwords, but it returns the following error:
Error number: -2147023569

For troubleshooting purposes I typed mismatched passwords and I got the
message "The passwords don't match". But when I typed the current password
incorrectly I got the same error number as above.

IIS Lockdown has been run on it and post configuration for Exchange has been
done, including allowing .htr scripting. At one point I had rolled back the
lockdown to see if it would solve the problem but it didn't. (I am pretty
sure that the problem existed before I used IIS Lockdown at all.)

I know that there is a hotfix available via KB 831047, but the symptoms
related to that problem don't include the symptom mentioned above, and we can
live with the problems mentioned in the article. Besides, I have gotten this
to work on other similar servers without applying that hotfix.

Any other ideas about how to get this working?

I think you'll get that if you have
HKLM\SYSTEM\CurrentControlSet\Control\Lsa\restrictanonymous = 1
and allow Anonymous Access to the IISADMPWD VDir.

Thanks for the reply.
My GPO sets restrictanonymous to 1, so that is the case. However, Anonymous
Access to IISADMPWD vdir is not allowed.

Your error number is mentioned here under the heading 'You receive an
Error -2147023569 "Account Restriction" error message'. It may be relevant.

Thanks very much. When I did a KB search on that error number I found
nothing. This may be helpful. I will look into a couple of the possible
problems that are mentioned.

Yup, it was as simple as that. Because of my domain Password Policy it was
too soon to change passwords on the two test accounts that I was using.

That didn't even cross my mind until I read the article.
