Currently we are using an outside vendor as out external
email server and we have to setup a pop3 account in
outlook everytime someone gets an email address, which you
can imagine is a pain in the butt. I would like to bring
this all in house and use our exchange 2000 server for
this. What would I need to buy or setup to achieve this
goal? Do I need to open any ports on the firewall, what
do I need to configure on the exchange server?

Exchange comes with a POP3 server by default. And if the clients are
internal (not between the Exchange server and a firewall) you don't need to
open any ports. Just set up Outlook to connect to a POP3 service, and
that's all there is to it.
