If NDR's are disabled will that affect also emails generated if there's
not enough space, etc, or does it apply only to non-existent domains?

NDR's I have a client is running Exchange 5.5. They were being used as a relay and have now fixed that problem. The person who has been using the server as a relay is still doing that and all the NDR's are getting the Q's backed up and causes the IMC to hang.
