Cannot send mail to internal or external address

My mail server went down and now I cannot send messages.
The item leaves the outbox and then never arrives at the
destination. I am not getting any errors in the event log
or in outlook. Very strang

Limit recipients for external mail but not internal I'm looking for a way to set a limit on the number of recipients an outbound email can have.
