I'm looking to add an HT/CA server to our Exchange 2007 environment. We
already have 2 x mailbox servers (CCR) and one HT/CA server. Do I need an
Exchange standard or enterprise licence for the new HT/CA server?

You can not do a cluster of HT/CA and storage group/database resides on a
mailbox server so just standard edition will work for you.
