I have an exchange mail account that I would like to
forward mail FROM that account to a POP box.

1) I do NOT have admin access to the exchange server
2) I do NOT want to have to open outlook.

My goal is to create a (or use/find a pre-built)
application that will run in the background (smallest
footprint available), check the exchange server for any
new mail, and if new mail exists, forward to a pop box.

Anyone have any experience with this? Can anyone point
me in the right direction to start on such a task?

Someone who has admin rights to the server should create a mail enabled
contact or custom recipient for the external address (depending on which
version of Exchange) and set up alternate delivery to the contact/recipient.

Otherwise you have to do it with an Outlook rule and Outlook will need to be
running - it will be a client-side rule. There's no way around that.
