"Forbidden" error using ActiveSync Server

Have user with Treo 650 w/ VersaMail (ActiveSync). Can sync Inbox and
Calendar without a problem right out of the box. However, when the user tries
to send an email, ActiveSync gets a permissions error from IIS and the emails
are piling up in the outbox.
