Exchange server 2003 is unavailbe

Hi
It is first time for me to install Windows 2003 (include Exchange server 2003)

However, After finished installing, I have found that exchange server does
not works.

when I go to Exchange SSystem Mananger -> Servers->(HostName)->Protocols->
POP3(or SMTP)->(Default POP3(SMPT) virtual Server)

The buttons(start,pause,stop) on Tool Bar are grey. none of them can be used.

What is the problem? how to fixed this problem?
