Note that KMS is no longer an available component beginning with Exchange
2003. If you want to use KMS, you'll need to maintain an Exchange 2000
server in your organization.
That said, KMS has been deprecated. If you're just starting out (ie - if you
don't already have an investment in time and resources with KMS), I would
highly suggest you design your email security infrastructure around Windows
2003 PKI instead. This component of Windows 2003 is the much more functional
and user-friendly replacement for KMS. Windows 2003 CAs can issue
certificates through autoenrollment, which is much easier to manage than the
KMS/Outlook token-and-email method.

KMS concepts in Exchange 2003
Yes, you can right click "Key Manager" All tasks Enroll
Are you presently set up to issue tokens?
