I am trying to find official documentation on whether or
not Exchange 2000 should be installed on a DC. I have
always installed applications on member servers but I need
Microsoft documentation stating best practice of
installing on a member server and NOT a DC. This does not
relate to SBS which would be a DC.

From Chapter 4 of the E2k Deployment Guide on TechNet:

"Best Practice Except when you are deploying Exchange 2000 in a Small Branch
Office (SBO) or a Medium Branch Office (MBO) where there is only one server
(for example a domain controller), you would not normally install Exchange
2000 on a domain controller."

If you're looking for more technical reasons on why Exchange on a DC is a
bad idea, 2 of the biggest ones are:

1. DSAccess API won't work to its fullest potential. If the Active Directory
services are busy or aren't responding, the Exchange services will typically
"fail-over" these queries to other DC's in the forest. However, when
Exchange is installed on a DC, the failover will not work (by design), and
Exchange will continue to try to query the local DC.

2. All services run under LocalSystem so there is a greater risk of exposure
should a security bug be found (e.g. a bug in AD which allows an attacker to
access the AD will also allow them to access Exchange, and vice-versa)
