I recently started in this company. Previously the IT person who
created AD with Exchange 2003 has alot of flaws.

Is it wise to create a new AD for Exchange 07 and pour all the users
into the new domain. Or use the current configuration to install
exchange 07.

If you think you have a corrupt AD why don't you ask a question in the
AD groups to find out how to fix AD? There's no point throwing the
baby out with the bathwater if the AD can be fixed.
