Trying to install ExBPA on my workstation but it complains about not having
MS Dot Net Framework 1.1 when I already have v 2 installed. Do I need to
install the older version because it would concern me that doing that might
break some other stuff.

Yes. Versions of the .NET Framework can coexist.
