Embedded Images in Messages

Not sure if this is a "Client" or "Server" issue.

I have remote branches connected via T1 to a main office where our Exchange
2k3 Server resides.

When a user from the main office send a message with an imbedded image (not
attached) the users in the remote offices complain that when they go to try
to open said eMail, there Outlook freezes and has to be closed (End Task).

Users that are LAN attached do not have this issue; only WAN attached users.
I re-examinded the particular message to find that in the examied case; the
user sent a message to "all employees" with two images embeded (about 30k
each).

Any suggestions regarding this issue would be greatful.
