When I a creating a new user, either by the GUI or ADO, if the email is
duplicate it Exchange 2000 will automatically place a integer in frount to
make it unique. Is there a way to turn this off?

Use and search query to see if the username is unique, if its not then
programatically make your own unique name up. This will bypass the integer
that the Exchange system uses.

Ultimately the law is: Two objects cannot occupy the same space at te same
time.

In gwia smtp/mime setting do you have ignore groupwise
addressing checked?
