Delivery Receipts arriving in wrong language

We have a client who recently upgraded to Exchange 2007, ever since that was
done they're reporting that when they request delivery confirmation from
external email addresses, the confirmation arrives in Korean. I took a look,
and sure enough the delivery confirmation appears to be in some foreign
language. The read receipt appears fine however. The strange thing is that
if you view the same delivery confirmation via OWA, it appears in English.
When looking at it using the Outlook client (XP) and clicking the Forward
button, it turns back into English as well. I looked at the language
settings both in Outlook and in the Control Panel and I don't see anything
there that would cause this behavior. Anyone have any idea what might be
causing this?
