I received 2 emails from two different external domains that came in at
6:46pm and 7:02pm. When you open the emails, the time stamps are 2:14pm and
1:53pm on the details. What causes a delay in delivery from two different
sources? My email server would have had to of been down and these messages
"retried" later but there is nothing that indicates my server or internet
connection was down for 21 minutes plus. I reveiwed the logs and it looks
like we had internet connectivity at those times. It has the symptom we were
down and then maybe they retried on their end. Any suggestions as to how to
trouble shoot these types of issues?

Do you use spam filtering in front of Exchange sever? Sometimes, the delayed
messages are casued by the big volume of messages being processed by spam
filtering system or the time when the messages were released from filtering
system.
