Is it possible to sync mobile device via active sync over the internet with
PF?

No - not even using ActiveSync on your desktop. Only mailbox data syncs.

(there are third party conduits, but they won't do anything over the air)

You could trying using SharePoint instead of public folders to proivde
mobile workers with access to information. This is broswer based, but
users could have favourties to frequently used lists, document stores.
WSS 3 even has a mobile view (/m) built in.

It's free so why not give it a go. You could even sign up for a free
trial with a hosting provider, that way you do not have to install
anything.

That's all well and good if one has a computer/laptop, but from a PDA,
Sharepoint isn't really going to be of much use, I'm afraid.

It's not a sync solution, but I've a PDA version of OWA that will display
