Backup/restore of Exchange permissions

Hi. We would like to correct some Exchange permissions ( some groups/users
have too much access, inheritance is off in some places it shouldn't be,
etc.) in our environment but want to make sure we know how to effectively
backup and restore the permissions before doing so.

We do a backup each night of the IS and the system state of each Exchange
server (2003). Are the Exchange permissions included in the system state
backup or would I need to restore the IS if I needed to roll back?

Security is kept in AD, backup your System State on your DC.
