We have message restrictions on who can send to our main company all
dist group. An exec from our parent company needs to be able to send
to this dist group but cannot. He does not have a mailbox in our org,
just a contact which I have added on Properties of the group > Exc
General TAB > Message restrictions > Only From. I have not un-checked
"from authenticated users only." IS this why? Would a contact be
considered an authenticated user? I'm guessing not.

That is correct:

Description of authenticated users
The following types of e-mail messages are considered to be from
authenticated users: * E-mail messages that originate from Microsoft
Outlook MAPI clients that are internal to the Exchange organization.
* E-mail messages that originate from Microsoft Outlook Web Access
that are internal to the Exchange organization.
* E-mail messages that originate from POP clients or from IMAP clients
where the sender supplied credentials to the SMTP server.

An option would be to resolve anonymous senders which will bypass the
From authenticated users only setting; however setting this option is
usually not recommended.

Ok, so this users is not an authenticated users. So if I simply
uncheck the "from authenticated users only" shouldn't it allow him to
send to this dist group?
