Admin Denied Mailbox Access?

Can someone Please tell me where/how to edit the default mailbox access
rights?
It seems that somehow Domain and Enterprise Administrators have been Denied
Access to our exchange server mail boxes. And if I try to edit those rights,
I am told that the rights are inherited and can not be altered. Ok so where
are they inherited from?
And how did this happen? As I was able to access everything before?

Hi,

In exchange 200x administrators are denied access to users mailboxes per
default.

If you open system manager right click your server name
and select delegate control it opens a wizard and from
there you can specify who and what type of permissions
they have
