9661 IMF Information

I have windows 2003 SP1 Cluster with Exchange 2003 SP1 on it. I never
installed IMF on the machine. Also as I know, IMF will not work on cluster.
BUt I always got 9661 information, it is like this

Someone told me that IMF core function is embedded in the Exchange 2003 SP1.
